50cc or lower scooters in California?

Most states in USA do not require one to register or have insured a scooter with an engine displacement of 50cc or less. Is California like this? If I buy one of said size, will I only need a driver license if I want to ride it on the road? Will I need to get insurance? Is a helmet or other head protection required or just recommended? Not sure because in NM only eye protection is required, although I would not ride one without a helmet anyway.

Please help…the DMV website was too complicated. Thanks
