Which is the best moped insurance for a de-resptricted scooter? Can you re-restrict a Vespa ET2?

I am buying a second hand Vespa ET2 and I am looking at insurance deals. However the moped has been deresticted and has made the insurance either very high or non agreeable (ie the company won’t insure it). Is there an insurance company that deal with modified bikes?
